Unable to transmit

I have a SYN480R receiver in combination with transmitter FS1000A. The receiver is working, but I am unable to transmit. I have an X-10 remote that RFLink identified and added to Domoticz . It will register in Domoticz when I press on and of on the remote. When I try to use Domoticz to send either, on or off, the log in Domoticz records {2016-06-09 22:28:04.853 RFLink Sending: 10;X10;000045;1;ON} but thats it.

I have tried a different transmitter as well as looked at what pins 14,15 looked like on oscilloscope. Pin 15 looks like it jumps to 5v while pin 14 is square wave pulses .

Use RFLink Loader or a terminal program to send
10;X10;000045;1;ON
as a manual command and see if that works.

It still doesn't work. When I send, 10;X10;000045;1;ON, it replies
20;30;OK;

Sometimes I am amazed at how the simplest things will cause us to stumble. The receiver was working @ 433 MHz so I was assuming X10 worked at that frequency in the USA. I replaced the 433 MHZ transmitter with a 315 MHZ transmitter and it worked right away. Thanks
