Ok, I have an RFLink too, but only use it to receive data from Temp+Hum sensors (not important if you miss one) due to an issue I had using KaKu door sensors and switches both on 433Mhz. I'm not sure if the RFLink handles carrier detect like the (more expensive) RFXcom does. I now use DIY made ESP8266 (WiFi) switches and (868Mhz RFM69) DIY Low Power MySensors door sensors, and never missed an event (yet).

Is the PIR also controlled by the RFLINK? It still could be interference, PIR transmitting multiple times and interfering with the switch commands for the LED's. This does not happen when you manually control the LED switch from domoticz. What happens if you do a SwitchOn.AfterSec(<delay>)?
It seems that the PIR does resent multiple times. But what realy wonders me is why is it that domoticz is sending the on instruction to the RFLink gateway, but the gateway does not send it out!
That seems like a bug to me.

Domoticz or RFLink? I don't think so. Domoticz is sending it out so it's doing what it is supposed to do. How do you know that the RFLink is not sending it out? Did you have another receiving RFLink to see what the first is sending? Be aware, these kind of tranceivers are half-duplex.
