I've found out that Foscam, or at least the newer models like my FI9900P, is trouble when it comes to MJPEG... the URL to the video stream isn't available. The snapshot URL works, so i am using that URL for the setup, but didn't get to test it.
Got some progress though, i think there still is an issue with the rights for the "motion" user... below is current /var/log/syslog

Guys, i've given up on the Foscam... besides all my trouble getting the motion stuff to work, i ran into a laggy firmware bug as well. Actually, i spoke to Foscam support, they will probably solve the issue, however i wouldn't expect a lousy working time-sync function for a security cam in the first place. My espectations were probably too high
Anyway, i took the option to return my brandnew cam and will look for some other option. Maybe someone who could bring out some advice on a nice cam. It would be nice if the cam itself could call a cURL in Domotics on motiondetection, that would help a lot.
