Choice of led strips and drivers

Hi,

I'd like to have some advice on how to select led strips and drivers. Indeed, I purchased one RGB strip and one Wite strip assumed to be powerful (like 72W for 5m and 600-800 lm per meter), but I've been very disappointed in the actual emitted light.
In both cases, when I measured the current, I found values much lower than expected.
For instance, with the White led strip sold as 72W/5meters and total 4100lm, I only measured 2.6A/12V while I as expecting something close to 5 or 6A.
Is it normal to have such lower current than expected ?
If not normal, what could be the weakness here, the driver or the led strip ? How can I select better my strips or drivers ?

For the RGB strip, I had similar issue with very low current, but I had thought that the feeling of low light was only due to the fact that each color separately emit less light.

for the white strip:

In our company we sell Bilton Led-Stripes over years without problems. http://www.biltongroup.com/en/.
A little bit more expensive but really good quality! We use Meanwell drivers, also very good products. http://www.meanwell.com/
