Netatmo authentication changes Oct 2022

[homeJLB]

Netatmo wants us to start using Webhooks instead off polling their server.
Possible after March 1st, 2027 there are Planned Rate Limits and this will effect our Domoticz integration.

I think this needs a new redo off the plugin.
Somebody who want to help with this ?

For the moment there are a limited product compatible with the Webhooks;
