If then else is expecting a true/false.
Try to break it up in multiple sections, where you first switch the "is iemand thuis" on or off.

If one day the time will equal 12:00 and 23:00 and the temperature is 8 and someone is home your thermostat will be set to 22.
Get a good look at your combination of blocks.

Every device should have his own compare block.
Iemand thuis = on and
Gevoelstemp < 8 and
Time > 12:00 and time < 23:00

Time blocks should only contain blue blocks
