You read a documentation ? The Windows not have and it's not in roadmap to create a Windows app as gateway.

Remember that Linux gateway works as "proxy" means he only passes/spreads path for current = new updates to cloud (this package not grab old data).
or Android phone who grab all past/historical data and passes them to cloud (full sync).
Someone has #OneMeter device and knows how to connect it to Domoticz?
Why not use a API and instruction in documentation of API integration for Domoticz then ?

I can't pair on my Android phone either, but the original application can find the OneMeter without any problems and works fine.
Of course... the communication can be done from official gateway as linux/rpi or android app only. They send data to cloud and you can request cloud api for any data.
