Fibaro 223 Switch work but when in scene dont

Hi I have been using domo for a long time and recently wanted to.migrate it to a VM. I used the backup restore function.

On the new machine, the fibaro relay switch work fine directly and logs seem to reflect it.

But the same switches in Scene (group) do.not function and instead of.binary command of On/Off, a level command is issued. I have restarted system multiple times.
