Seems that your plugin system not starting.
Obviously you don't have any other python plugins installed correct?

Come to think of it.. You are right. Strange. Before reinstalling everything was working, but due to problems with the SD-card I had to reinstall all.

Finally i had PP-Manager running, but resulting in a 'no devices' error, after which the system became unstable and had to remove the plugin again

you don't give enough details about how you managed to fix the previous error not you have other python plugins working.
Anyway, try to delete plugin and clone again.

There are also currently some issues with using python 3.5 on Raspbian Stretch. To fix this, install python 3.4 and set python 3.4 as the executable.

To find which version is active (3.4 or 3.5), type this command:

python3 -V
If you are using 3.5, try this:

sudo apt-get install python3.4 libpython3.4 python3.4-dev
Next, set 3.4 as the main version to use. You can change it back later if you want.

update-alternatives --install /usr/bin/python python3 /usr/bin/python3.5 1
update-alternatives --install /usr/bin/python python3 /usr/bin/python3.4 2
Now you can switch between them by issueing this command, and selecting your preference:

update-alternatives --config python3

Everything works perfectly for me, but only with Python 3.4 (Pi3B - Linux raspberrypi 4.14.34-v7+ #1110 - armv7l).
Does not work with Python 3.5

When i remove the pluiging [ winscp ] domoticz runs great.

When i manually instal a plugin with ftp crash[ make manually a chmod x ]
when i do it with a script on a wiki [ buienradar ] crash
when i use the plugin manager intal from the wiki. crash

No plugin Domoticz works great..

my suggestion will re-apply your installation files even if your version is the same.

Another test you can make is to backup your database and reinstall your Domoticz.

Seems that your installation has some problems..
