blocky switch on doesnt work from event

I have simple blocky rule made by settings of cellphone wifi status at home (second pic), it works well.
I wanted to made blocky to start internet radio by this blocky rule but it doesnt work at all.
So I made simple blocky to set it on dummy switch on what doenst work neither (first pic)
what might be wrong ?
domoticz is version 3.8153

I got it working, but why doesnt work simple as above if switch is off and all rules should made it on?
also changed that one switch without scandinavian alphabets..
