After searching for a while I decided to go for another solution which works well. The issue is not solved but I got what I wanted to achieve. No need to emulate anything. The Nest does not care whether a gas boiler is connected to the HeatLink or not.
The whole thing can be controlled using lua scripts. Hope it helps someone in the same situation.
