I read, and solved the same issue by deleting the hardware, and re-adding this. Also don't use the coordinates, but the actual place like "Utrecht, NL", without the quotes of course.
This solved the issue at once.

Try OpenWeatherMap https://openweathermap.org/api - I've just set it up on my system.
just signed up and got an API key, im now getting an error in domoticz log saying
