Solved place them in the already created dir /opt/config/plugins
$/opt/config/plugins$ ls
Domoticz-Growatt-Webserver-Plugin
And it is working

Think got the solution. Zigbee2mqtt is blocking my dongle. sudo systemctl stop zigbee2mqtt did the trick (for now) for the plug in to find the coordinator. So no more zigbee2mqtt, to much trouble. Hope Zigbee to domoticz is more stable, is's working ( for now)

Yes python is working, now getting zigbee in motion, reinstalled domoticz, well kodi is working, jriver is working so reinstall and change to Ubuntu because I can not access my zigbee dongle is not my idea
